Thematic Follow-Up: The Special Rapporteur’s Thematic Reports
Twice a year the Special Rapporteur on Torture produces thematic reports on a wide range of issues relating to the prohibition of torture and other cruel, inhuman and degrading treatment, which are presented to the UN General Assembly and Human Rights Council. Through these thematic reports, the SRT conducts research on different global trends and practices pertaining to the selected issue, assesses how such trends and practices impact the prohibition of torture, draws conclusions about possible emerging human rights norms, and issues recommendations to prevent such future treatment.
The Anti-Torture Initiative (ATI) works closely with Special Rapporteur Juan E. Méndez to develop follow-up initiatives in support of the SRT’s thematic reports. The ATI monitors state and media responses to the thematic reports, assesses global trends and practices in relation to the specific issues, and assists governments and civil society organizations in promoting and implementing the SRT’s recommendations.
Examples of joint follow-up initiatives carried out with the ATI include participation in conferences and hearings on thematic issues, and the collaboration with civil society organization in the submission of Amicus Briefs.
