FOLLOW-UP VISIT TO URUGUAY
The Special Rapporteur on Torture Juan E. Méndez visited Uruguay from 2 to 6 December 2012 at the invitation of the Government. The visit was a follow-up to the visit carried our by the SRT’s predecessor on March 2009.
The ATI provided substantial support for the organization, execution, and reporting of this visit. The visit constituted the first substantive follow-up visit of the SRT that included meetings with representatives of all branches of the government, international and local civil society, and visits to several places of detention of adults and juveniles.

SEMINAR ON HUMAN RIGHTS IN URUGUAY
The ATI and the Center for Human Rights & Humanitarian Law organized and hosted an event on 18 April 2013 together with the Embassy of Uruguay in Washington D.C. aimed discussing the development of human right’s policies in Uruguay. The event featured a panel discussion in which the SRT presented the findings form his follow-up visit, as well as recommendations and next steps to strengthen the prohibition of torture in the country.
The panel discussion also featured presentations from H.E. Carlos Pita, Ambassador of Uruguay to the United States, Javier Miranda, Director of Human Rights of the Uruguayan Government, Juan Raúl Ferreira, Director of Uruguay’s National Human Rights Institute and its Ombudsman.

19 April 2013 – During the panel, Uruguayan Ambassador H.E. Carlos Pita, and Juan Raúl Ferreira, the Director of the Uruguay’s national Human Rights Institute, discussed challenges and reaffirmed their commitment to the promotion of human rights in Uruguay in the 21st century.
19 April 2013 – The panel aimed to highlight and strengthen the commitment of the Uruguayan government to the promotion and defense of human rights, with independent experts Juan E. Mendez, the UN Special Rapporteur on Torture, and international law professor Robert K. Goldman, partaking in the discussions.
